Sand and Gravel General Permit Fact Sheet Page 1 FACT SHEET SAND AND GRAVEL GENERAL PERMIT August 2010 On January 5, 2005, the Department of Ecology (Ecology) reissued the current Sand and Gravel National Pollutant Discharge Elimination System (NPDES) and State Waste Discharge General Permit; it then modified the permit on June 17, 2006.

The vast majority of mining sites in this state are aggregate mines. Aggregate is the main ingredient in concrete and asphalt pavement and is used as a base on which roads and buildings are placed. Other important uses include gravel roads, dams, landscaping, drainage control, landfills, mortar, sanding icy roads, and railroad ballast.

Sand and Gravel Mining Industry. When rocks erode out of the Rocky Mountains and are carried downstream by streams and rivers, they break apart making sand and gravel. The sand and gravel settles out of the water and form the river bed. As the river channel moves across the landscape, the sand and gravel (aggregate) deposits are left behind.

Mining activity in or near fish-bearing water bodies typically requires a Fish Habitat Permit. Sand/Gravel Mining Gravel bars and streambeds are an easily located and utilized source of gravel for construction needs throughout the state.
